Kentucky State Police: “Work Zone Citation Increase
Heads up, Kentucky. There’s a change to work zone citations that you need to know about.

Earlier this year, the Kentucky legislature passed a law to encourage safe driving in work zones. KRS 189.2327 raises the fine for traffic-related offenses in work zones, such as speeding and following too closely, to $500 per violation. For example, if you’re cited for failure to signal and improper passing in a work zone, you’ll pay $1,000 plus court costs.

Bottom line: Please slow down and stay alert in work zones – for your safety and others. “

What’s Hemorrhagic Disease (HD)?

HD is a disease spread by bites from infected midges (small, biting flies) that affect white-tailed deer. Populations of these flies thrive in summers with early rainfall followed by dry spells. Deer infected with HD often seek out water to drink or cool off, which is why many infected, deceased deer are found near streams or ponds. U.S. Army Fort Knox: “An installation-level emergency response exercise is scheduled to take place on Fort Knox on Sept. 17 and 18.
People on the installation may notice increased activity involving law enforcement, the fire department, as well as other Fort Knox organizations and emergency support vehicles – especially in the vicinity of Kingsolver Elementary School, 1st Theater Sustainment Command Headquarters and the Saber & Quill.
As part of the emergency response exercise, the Fort Knox Directorate of Public Works will also conduct a black start exercise, on Tuesday, Sept. 17 to test the post’s decentralized power generation systems.
•All commercial power from Louisville Gas & Electric will be shut off at 8 a.m. and all areas of post – with the exception of some outlying range areas – will experience power outages at this time.
•It is anticipated that the outages will last no more than 15 minutes; however, crews will be on hand to monitor, identify and rapidly troubleshoot any issues that may result.
•Fort Knox is scheduled to operate on its own power until external power from LG&E is turned back on at approximately 4 p.m. It is possible that another power outage or “blink” could occur at this time, but not likely.
Please do not be alarmed. However, do not hesitate to contact the military police desk at (502) 624-2111 if you have concerns, or dial 911 if you believe a legitimate emergency exists. Everyone’s patience and understanding is appreciated as this essential training is carried out.”

OPEN BURNING BAN
SEPTEMBER 5, 2024
IT IS HEREBY ORDERED that due to excess dryness, lack of measurable precipitation, and current fire hazard conditions, pursuant to Kentucky Statute, I do hereby issue a NO OUTSIDE BURN ORDER county wide, effective immediately, banning all open burning in all areas of Meade County, Kentucky.
This ORDER includes the lighting of fireworks and burning of any material outdoors.
A lack of rain in recent weeks has produced dry conditions in area grasslands and woodlands, lawns, and shrubbery, which poses an increased risk of damage from wildfires, caused by open burning and fireworks.
IT IS HEREBY ORDERED that this ban be effective immediately; and will be lifted by order, after sufficient rainfall to abate the hazardous conditions.

In April, a hacker began selling stolen data from National Public Data (NPD), a consumer data broker. The successful access was not acknowledged by NPD until August 12th. The website of the data broker had contained a zip file with the back-end passwords needed to access the database.
As a consumer data broker, the NPD database contained names, addresses, phone numbers, and social security numbers for people going back decades.

Personal information exposed on the dark web does not necessarily mean your info has been used fraudulently. We recommend you take the following proactive steps to prevent any potential risk:

  • Place a fraud alert on your credit file as soon as possible at Experian.com/fraud or by calling 1-888-397-3742
  • Place a freeze on your credit file at all three credit bureaus–Experian®TransUnion® & Equifax®.
  • Review your credit report from all three bureaus and report any activity you don’t recognize. Request a copy of your latest credit reports by visiting AnnualCreditReport.com.
  • Review resources available at the Social Security Administration online by visiting SSA.Gov/Fraud
  • Monitor your credit card and bank accounts for suspicious transactions and notify the financial institution if you notice anything suspicious.

1 – PHISHING
Phishing scams are based on communication made via email or on social networks. Cyber criminals trick you into clicking malicious links and access a website that looks legit, but it’s actually controlled by them. You might end up giving your login credentials and other personal information.
2 – ROMANCE SCAMS
A romance scam usually takes place on social dating networks. Social networking sites are inevitable apps to look for love as well but you need to be careful because you never know who can you meet.
3 – TRAVEL SCAMS
You receive an email containing an amazing offer for an exceptional and hard to refuse destination that expires in a short period of time. The problem is that some of these offers actually hide some necessary costs until you pay for the initial offer. Others just take your money without sending you anywhere.
4 – FAKE NEWS SCAMS
Misleading resources and content found online is a serious problem that should concern our society. It makes impossible for people to distinguish between what’s real and what is not.
5 – TECH SUPPORT ONLINE SCAMS
These tech “experts” pretend to know everything about your computer, how it got hacked and many other details that help them gain your trust and convince victims into giving their sensitive information. Even worst, they try to convince potential victims to pay for unnecessary technical support services.
6 – SMS SCAMS
Smartphones are essential for communication, online shopping, banking or any other online activities. Be careful about these SMS you receive and don’t click on suspicious links that could redirect to malicious sites trying to steal your valuable data.
7 – MAKE MONEY FAST SCAMS
Cybercriminals lure you into believing you can make money in a fast and easy way on the internet. The fraudulent posting of non-existent jobs for a variety of positions is part of the online criminals’ arsenal. This is quite effective approach especially when someone is in a difficult financial situation.

The Meade County Court House will be closed Monday, September 2th, 2024 in observance of Labor Day. Labor Day marks the day in 1894 when Congress declared the first Monday in September a national holiday to honor the nation’s workers and their contributions to the well-being of the country. Labor Day’s roots date back to the 1886 Haymarket Riot in Chicago.

Labor Day in the 2020s

Labor Day weekend is now a time of barbecues, getaways, and summer clearance sales but worker-oriented Labor Day parades and festivities still abound in dozens of cities across the U.S. The faces in photos of those parades include all colors and ethnicities because unions today are more diverse than ever before.

Many Labor Day parades were canceled because of the COVID-19 pandemic from 2020 through 2022 but they resumed in many cities in 2022.

Labor leaders who focus on bread-and-butter issues rather than on broad social change continue to dominate the AFL-CIO and other unions. Unions also attempt to help their members by endorsing political candidates, supporting political action committees, and taking stands on civil rights and worker safety issues.

Union membership is on the rise after decades of decline, driven in part by the impact of the pandemic on workers, as well as a tight labor market in 2022.15 Employees at some Amazon, Starbucks, and Apple facilities and stores are among those who have successfully organized unions recently, seeking better pay and working conditions.

What Is Labor Day?

Labor Day is a federal and national holiday in the U.S. that recognizes and celebrates the achievements of American workers. It’s observed on the first Monday in September. The roots of Labor Day date back to the decades following the Civil War when workers took part in strikes and rallies to demand shorter workdays and better working conditions.

When Did Labor Day Become a Federal Holiday?

Labor Day was declared a national holiday in 1894. It was already an official holiday in 24 states by the time it became a federal holiday.

What Is the Difference Between a Federal Holiday and a National Holiday?

A federal holiday is a paid day off for American employees regardless of whether they recognize the idea or concept behind the day. The religious holiday of Christmas is a federal holiday. A national holiday is one that’s observed by Americans regardless of their religion or other beliefs. Labor Day is considered to be both a national holiday and a federal holiday.

How Is Labor Day Observed?

Parades and other festivities still take place to honor workers but the long Labor Day weekend represents the unofficial end of the summer for many.

Meade County Water District strives to provide the best, most secure bill pay options for our customers. With our new Bill Pay, customers will be able to pay 24/7 by our new IVR phone system, Web, Text to Pay, or by setting up monthly Auto-Payments. Customer will be able to use various new payment methods, such as, Apple Pay, Google Pay, PayPal & Venmo. With all new things, there will be a few changes. If you are a current ACH or Credit Card Auto-Payment, there is nothing you must do to continue your Auto-Payments.

We do want to make our Customers aware of the Fees associated with our services. When using a Credit/Debit Card you will pay a 2.8% processing charge with a minimum fee of $2.60. When paying with an Electronic Check or your Bank Account Information, whether a one-time payment or monthly Auto-Payment, there will be a flat $1.25 charge. Coming soon, when you call into Meade County Water District you will be greeted with a new option menu. If you choose to pay your bill over the phone there will be a $0.95 charge for all payments. The Emergency Notification System is a system public safety officials use to call landline and cellular phones, send text messages and emails, to inform the public of immediate threats to health and safety.

Examples include the need to evacuate during a chemical spill or gas leak, take appropriate action during severe weather warnings, or stay inside (shelter in place) because of critical police activity or hazards in your area.

Meade County has a program in place that is operated under the Code Red Alert System. Meade Alert System is the county identified program for the public to create an account to receive an alert

Sealed Bids for the above construction of project will be received at the office of the MEADE COUNTY JUDGE EXECUTIVE OFFICE, 516 HILLCREAST DRIVE Ste 12, Brandenburg, Kentucky 40108, on or before 3:00 PM EDT (local time), on JULY 9TH, 2024. All bids shall be in a sealed envelope clearly labeled MCRD EARTH BID.

Bids will be publicly opened and read aloud at the Meade County Fiscal Court Meeting the very same night of July 9th 2024, but The Meeting begins at 7:00 PM EDT (local time) at the Meade County Courthouse Courtroom. Bids will be opened shortly after the commencement of the meeting. The bid will not be awarded this night. MEADE COUNTY FISCAL COURT, further reserves the right to reject any or all Proposals.

TO: Meade County Water District Customers
RE: We need your help to conserve water
Due to increased demand as a result of hot, dry weather, Meade County Water District (MCWD)
is struggling to keep enough water in the distribution system to keep up with our customer’s
needs. MCWD has identified and is working to complete multiple projects to get more water
into the system and improve the resiliency. These projects will take several months to
complete so we are asking our customers to help us by limiting your water usage for watering
lawns, landscapes and gardens. We understand that asking you to conserve water can be an
inconvenience and we appreciate your help.
At this point, we don’t know how long we’ll ask you to limit outdoor water usage; the weather
plays a large role in what’s happening. We’ll keep you updated on the conservation measures
and the projects to improve the amount of water we can move through our system. Please
follow us on our Facebook page for updates.
Each project is in various stages of design and will take several months to get completed. We
hope to put the first project, which is a new upsized transmission main water line from the
Flaherty water tank to the Garrett water tank, by the end of July 2024.
We are asking our customers to conserve water by not using water for yards, landscapes and
gardens.
We realize this is an inconvenience and we are working diligently to make the much-needed
system improvements.

If working or spending an extended period of time outside today, remember to drink plenty of water and take breaks in the shade or air-conditioned areas. Loose-fitting and light-colored clothing is recommended. Be sure to check on those most vulnerable to heat, including children, the elderly, and anyone without access to air conditioning. Provide shade and fresh water for outdoor pets and livestock.

Kentucky Transportation Cabinet – District 4, Elizabethtown
A Pavement Rehabilitation Project Begins Next Week Along US 31W in Radcliff.

The project is scheduled to begin along US 31W between West Lincoln Trail Boulevard and Kentucky Veterans Cemetery. This will involve removal and replacement of the road surface and an improved turn lane configuration with striping. Crews will be setting up varying traffic patterns around work crew operations starting Monday, June 10th.

The most significant impacts will take place at night to minimize disruptions to traffic flow and adjacent access. Motorists should pay close attention to construction zone signs for lane shifts and uneven pavement conditions. Travel areas and entrances will be delineated.

The project is scheduled to be complete by October 1st. Updates will be announced as the project progresses.

Kentucky Transportation Cabinet – District 4, Elizabethtown: Yard Sale, Political and Other Promotional Signs are Restricted on Right of Way – Illegally Placed Items are Being Removed

Mowing cycles are under way and illegally placed items along state maintained right of way areas are being removed. Residents, business operators and property owners along US and KY routes are reminded no signage is allowed on right of way other than official highway signs and items approved through a permit process. Particularly, with yard sales and property sales commonly taking place in spring along with the May Primary, related signs must be placed beyond right of way limits. Crews will not mow around illegally placed items. They will be removed. Items placed on right of way areas create significant delays for mowing crews and are potential hazards for mowing operators and passing motorists. They can create additional hazards by blocking sight distance or distracting drivers, particularly at intersections. All sale activities including parking should be off right of way limits.

It is also illegal to attach items such as flyers, posters, balloons or streamers to stop signs, highway markers or any other road sign or utility pole. Illegal placement on utility poles presents additional obstacles and potential dangers for utility crew workers.

Removed items will be taken to each county’s KYTC maintenance facility and held for a short period of time. Unclaimed materials will be trashed or recycled. If you have questions related to legal/illegal sign placement, please get in touch with KYTC District 4 in Elizabethtown at (270-766-5066).

Limited parking will be available at RECC substation with main parking area downtown at the gazebo parking lot. The following closures are necessary for crews to replace an overhead sign and conduct core drilling for pavement samples:

Right lane closure on I-65 North from mile marker 133 to mile marker 134 (between University Boulevard and S. Jackson Street).

Secretary of State Michael Adams is inviting all Kentucky students to participate in the inaugural “I Voted” sticker contest. The contest is open to all Kentucky students from kindergarten to twelfth grade. To enter, students need to send in their best design for an “I Voted” sticker. The winning sticker design will be handed out to voters in participating counties during the 2024 general election.

“Each year, my Office encourages civic participation among middle and high school students through an essay and slogan contest,” said Adams. “This sticker contest allows us to get our youngest Kentuckians involved as well.”

Interested students can send their design to sos.secretary@ky.gov by May 17th at 5 p.m. EDT. Please include the student’s name, school, address, and phone number in the submission, along with “I Voted Sticker Contest” in the email subject line. To be considered, pictures must be original work and include the words “I Voted.” Please upload in JPEG or PNG format. The finalists will be chosen by the Secretary of State’s Office to go on a ballot which will be voted on during the 2024 Kentucky State Fair. The top vote getter’s design will be printed on stickers and sent to interested county clerks to provide to voters in November.

FRANKFORT, Ky. (April 10, 2024) – Registration renewals typically sent in March to applicable
Kentucky vehicle owners have been delayed to mid-April due to a state system issue. Vehicle owners
have options to pay registration fees and taxes before receiving the mailed notice, including online
renewal or visiting their local county clerk’s office.

Kentuckians with vehicle registrations expiring in April 2024 can visit drive.ky.gov to renew online by
entering the title number found on a previous year’s registration document and their license plate
number. Online renewals are not available if previous balances are owed or if insurance information is
not on file.

Kentuckians always have the option to pay in person or check balances at their county clerk’s office.
Those visiting offices ahead of receiving the April notice are asked to bring their ID, proof of insurance
and last year’s registration document for the same vehicle.
Administered by the Kentucky Transportation Cabinet (KYTC), the vehicle registration and titling
portion of the Kentucky Automated Vehicle Information System (KAVIS) that launched in January is
used primarily by county clerk staff to perform vehicle and vessel-related transactions and to generate
user data used to mail notices. KAVIS generates the data used to prepare and send the renewal
notification postcards.

“The new KAVIS system is getting stronger every day, and we’re committed to working through the
challenges that any modernization project presents,” said KYTC Secretary Jim Gray. “We appreciate
the public’s patience and want folks to know they can take care of their vehicle registration needs
without having to wait for the notice to arrive.”
State transportation officials have resolved the majority of issues identified after making the new
system available statewide. Processing times at county clerk’s offices have and will continue to
improve throughout the year.

The KAVIS team continues to improve KAVIS performance and provide technical assistance to clerk
staff adjusting to a new payment system and process.

“Despite the growing pains of replacing a 1970s outdated mainframe system, KAVIS was needed to
introduce capabilities that are standard in most 21st century businesses, like improved reporting,
intuitive interfaces and user guardrails,” said Department of Vehicle Regulations Commissioner Matt
Cole. “Because of the many combinations of unique transactions the system performs, we may
continue to identify and resolve new issues throughout the first year as we cycle through new renewal
transaction types, like boat renewals due in April.”

Time-Saving Tips for Kentuckians When Renewing Vehicle Registrations:

  • Renew your vehicle registration online at drive.ky.gov.
  • Bring your ID, proof of insurance and renewal postcard.
  • Pay electric and hybrid vehicle ownership fees online at EVHV.ky.gov. If paying in person at a
    county clerk’s office, you must pay when renewing your car registration and will need to bring your
    fee notification postcard.

    KAVIS Implementation
  • The project to migrate to KAVIS kicked off in 2015, and six modules were gradually released, including boat titling and registration, a standardized point-of-sale system, disabled placard improvements, print on-demand decals and new flat license plates. In January, the commonwealth fully launched KAVIS to now handle motor vehicle title and registration services. A short-term closure of county clerk offices started Jan. 1, 2024, and counties gradually began using the new system starting the week of Jan. 8.
  • As a mainframe legacy system, AVIS was difficult to support and lacked needed functionalities.
    Kentuckians, under KAVIS, can now keep their license plate if they sell or trade a car, and have more
    special license plate options to support their favorite organizations.

Communities in Meade and Breckinridge County will pause to remember and honor those lost fifty years ago today on April 3, 1974.

The storms hit with little or no advance warning in the mid afternoon hours. One storm developed in western Kentucky and dropped the 47th of 148 tornadoes of the outbreak near McQuady and continued on the ground some thirty miles to where as a F5 storm it leveled the main business and residential areas of Brandenburg just after 4 pm.

The same storm produced another long track tornado in Louisville that continued through Oldham and Trimble Counties to near Madison, Indiana. Thirty one people were killed in a matter of moments in Brandenburg that afternoon. A remembrance ceremony of the anniversary will be held at 4 pm in Brandenburg at the First Baptist Church at 149 Lawrence Street, a site that was destroyed in the middle of the path of the storm.

Kentucky County Clerks Association Update on KAVIS System
Frankfort, KY — March 8, 2024 — The Kentucky County Clerks Association has important information for the public as we continue to work our way through the implementation of the state’s new vehicle registration system known as KAVIS. County Clerks are processing an increasing number of transactions each day, however, there are still significant delays and problematic transactions.
KCCA leadership has expressed our concerns and frustrations with the Kentucky Transportation Cabinet (KYTC) on behalf of our customers and our motor vehicle staff. KYTC shared that the KAVIS team is working seven days a week to correct the programming errors that continue to plague the KAVIS system. In addition, too often, inconsistent information is being shared with County Clerks by KYTC’s Motor Vehicle Licensing Division (MVL) about transactions, potential workarounds, and even MVL’s level of assistance with problematic transactions. This only slows down service for our customers.
“Kentucky County Clerks continue to call on KYTC officials to resolve the issues within MVL and restore dependable support to the County Clerks and our customers. While many KAVIS bugs have been corrected, County Clerks are still struggling with the remaining bugs, which too often results in customers being forced to make multiple trips to try to complete transactions or lengthy wait times. The goal of County Clerks across the Commonwealth is to serve our customers. We appreciate our many customers who have shown us grace and patience when conducting business in their County Clerk’s Office, and we will continue to provide meaningful feedback to KYTC in hopes of improving our customers’ experiences. We all agree that once the software is fully operational, it will be a wonderful system, however, the status quo of long lines and too many customers forced to make multiple trips is not acceptable,” stated Tabatha Clemons, Grant County Clerk, Kentucky County Clerks Association President.
KCCA continues to request our customers to be as prepared as possible when they visit their County Clerk. The following steps will make your visit more efficient:
• Bring your driver’s license or state issued identification card.
• Bring your renewal notice and previous year’s registration.
• Bring your Kentucky proof of insurance printed or refer to your County Clerk if there is an insurance email address or fax number available for your county.
• Be prepared to wait longer than normal. It takes time to work through each customer’s account and merge vehicles for each customer.
• Check your County Clerk’s Holiday Hours for March 29 and March 30.
• For any transaction by mail, online or drop-off please include a contact phone number so we can reach you.
• KYTC’s web portal drive.ky.gov is available for renewals with verified proof of insurance and the customer is current with all taxes owed.
March is the busiest month of the year in the County Clerks’ motor vehicle departments. Currently, 963,462 renewal notices were mailed all with a March 2024 expiration date, compared to 310,019 in January and 296,490 in February. March renewals include all farm tags, campers, trailers, March birthdate renewals, fleets, heavyweight plates, and the start of boat renewal season.

Meade County Water experienced a main break this morning in the Area of Brandenburg Road. Our crews are working diligently to get this repaired. There will be around 50 homes without water while they repair the line. If you are without water, you will be under a Boil Water Advisory once your water service is restored. Meade County Recycle Center will start accepting applications for the “Trash for Cash” program, beginning on Friday, March 1st, 2024.
Approved applicants can receive $75 per centerline mile of county roads cleaned. The total dollar amount is determined by the Energy & Environment Cabinet’s Division of Waste Management. “Trash for Cash” programs can provide funding to non-profit groups to collect litter along roadways. The Division has developed the following guidelines for cities or counties that fund “Trash for Cash” programs using the Kentucky Litter Abatement Grant. In order to participate in the program, your organization must be from Meade County, Kentucky and a federally recognized 501 (c) (3) not-for-profit. Completed applications should be returned by Friday, March 15th, 2024.
